Raymond J. Stolinas Jr., AICP, of Pittston, has been named Director of Planning and Zoning in Ferguson Township, Centre County.

Prior to his new position, Stolinas served as Bradford County Planning Director, Bradford County Department of Community Planning & Mapping Services and the Bradford County Planning Commission in Towanda.

Stolinas has worked with numerous municipalities on comprehensive planning development, zoning updates and subdivision and land development review in Towanda. Some of his planning accomplishments include the 2004 Bradford County Comprehensive Plan, 2006 Bradford County Greenway, Open Space and Outdoor Recreation Plan and the 2010 Bradford County Parks Master Plan under his supervision. Municipal Projects included the North Towanda Township, Wyalusing Township and Canton Borough Zoning Ordinance updates in addition to the Athens Borough, South Waverly Borough and Athens Township Comprehensive Plans.

Another major project completed under the department was the task of 911 readdressing through the use of the County Geographic Information System. His most recent challenge unfolded with the development of Marcellus Shale in Bradford County as he worked with his staff understanding the long-term impact of shale development, creating the latest standards and terminology updating local ordinances, along with forming a base of map information that included pipelines, well locations, production units and other important facets of the industry.

Stolinas also worked with the Bradford County Bridge replacement and inspection program and managed the priority replacement of over 10 county-owned structures.

Stolinas has participated as a member of the Northern Tier Regional Planning and Development Commission Rural Area Transportation Advisory Committee, Bradford County Parks Committee and most recently with the American Planning Association-PA Chapter Shale Committee.

He is a 1986 graduate of Pittston Area High School and a 1991 graduate of the Penn State University where he majored in Geography with a concentration in Cartography, Remote Sensing and Geographic Information Systems. His wife, Helen, is currently the chief public defender for Bradford County while his mother, Ruth Stolinas, is a resident of Pittston and his father, Raymond Stolinas Sr., is a resident of Jenkins Township.
